Manitoba Is Setting New Rules for E-scooters and E-bikes in 2027

A fall at 25 km/h on an e-scooter can do real damage, and Manitoba wants fewer riders finding that out the hard way.

Right now, the rules depend on where you are in Manitoba, and most towns don’t have any. In 2027, there’ll be one set of rules for the whole province, built to keep riders and everyone around them safe.

Here’s what riders will need to know:

  • They’ll need to be 16 or older to ride an e-scooter, electric skateboard, hoverboard or electric unicycle.

  • Everyone will need to wear a helmet, including any passengers.

  • Sidewalks are off limits unless a sign says otherwise, but bike lanes and pathways are fine, depending on local rules.

  • Riders can go up to 25 km/h, and only on roads with a speed limit of 50 km/h or less.

  • Riders can’t use a hand-held phone, wear headphones in both ears or ride impaired.

They’ll also need lights and reflectors at night, and police will be able to stop riders and check that their scooters and helmets meet the rules.

E-bikes are a little different. Riders need to be 14 or older and wear a helmet, but the speed and road limits don’t apply.

The province hasn’t set an exact start date yet, but it’s coming sometime in 2027. So if a scooter is on someone’s wish list, it’s worth checking whether they’ll be 16 by then, before you buy. And if they will, tuck a good helmet in the box too.

Winnipeg's Longest-Running Halloween Party Is Back

You’ve spent weeks planning your Halloween costume.

The outfit’s coming together, the group chat’s full of ideas, and everyone’s figuring out how to celebrate this year.

And if you’re still looking for Halloween plans, here’s one to get excited about.

On Saturday, October 24, Winnipeg’s longest-running Halloween party, SCREAM, takes over Assiniboia Downs for a massive night of music, costumes, cold beers, and dancing.

It’s from the same team behind Summer of Sound, Together Again, and Summer Rap Festival, so you know they’ve got something big and exciting planned.

Here’s what’s waiting for you:

  • 3 fully decorated indoor stages packed with Halloween surprises

  • Huge DJ sets featuring Ray Volpe, KSHMR, Dillon Francis, Bradeazy, and more

  • Costume contests and prizes for those going all out

  • Cold beers, costumed performers, and spooky surprises throughout the night

With three stages to explore, music playing all night, and hundreds of creative costumes around you, there’s plenty to keep you and your friends busy until the night is over.

Last year, SCREAM sold out. So now’s the time to get the whole group together and grab your tickets while you still can.

Whether you’re going all out with your costume or still figuring out what to wear, you’ll want a night that’s just as exciting as the outfit.

P.S. Know someone who's still looking for Halloween plans? Send this their way so you can all go together!

Until now, all we could do was watch.

That changes soon, because Crumbl is opening in Winnipeg next Friday, October 23rd.

Here’s what you need to know:

  • Where: You’ll find it at 3-1570 Regent Ave. W.

  • When: It opens Friday, Oct. 23, from 8 AM to midnight.

Manitoba Could Get Up to 90 More Family Doctors

Some of Manitoba’s next family doctors could be people who trained in another country.

The federal government plans to put up to $6 million over three years into a program that helps those doctors get licensed here, so they can start seeing patients sooner.

Here’s what it means:

  • Up to 90 new family doctors ready to work by 2028-29

  • Doctors working in ERs and clinics across Manitoba

  • A focus on rural and northern communities, where it’s hardest to find staff

Manitoba now has 370 more doctors than it did in October 2023, but plenty of communities are still short. The deal also still needs to be finalized, so nothing is official yet.

Ninety doctors might not sound like a lot, but in a small town, even one more can make a real difference.

Manitoba's Biggest Autism Services Expansion in 15 Years

Getting the right support for a child with autism hasn’t always been easy for Manitoba families. Between long waitlists and trying to find the right services, some parents have spent months waiting for help.

This week, the province announced $5 million to help shorten that wait, with nearly 1,800 families on the list for support through St.Amant. Their staff says it’s the biggest jump in its autism service capacity in more than 15 years.

Here’s what families can expect:

  • More staff: There will be more people on hand to help families get support sooner.

  • More spaces: Behavioural support spaces for school-aged kids will double to about 100.

  • More help for little ones: Younger children will get more speech therapy, occupational therapy and early learning support.

  • A quicker start: Diagnoses from community pediatricians are now accepted for kids 5 and under, so families can get started sooner.

On top of that, a new overnight respite home is opening in Winnipeg in December, so parents can get some rest while their kids are cared for.

The waitlist won’t disappear right away, but for a lot of Manitoba families, help is a little closer than it was.

Winnipeg’s Biggest Fall Market Of The Year Is Back This Weekend

The market returns to Exhibition Place on October 16–18 and October 23–25, bringing together handmade treasures, delicious food, drinks, and plenty of reasons to spend an afternoon exploring.

And as one of our readers, you can get into both weekends for the price of one.

And with the code WPGDIGEST20, you get another 20% off, bringing it down to $12. That’s what everyone else pays at the door for just one weekend.

Kids 12 and under get in free, and admission is half price during the final two hours of each day.
